This would appear to be a sleeve badge for wear on a summer white tunic or the naval summer blouse. The Deutsche Uniformen booklet, published by Moritz Ruhl in the period, describes this as a mate's badge ('maate').

This rather splendid looking badge would have been worn by an able or leading seaman working THE SHIPBOARD FLAK defences. They were worn on the upper left sleeve of the naval uniform. The devices are machine woven in bright red rayon against a wool background with a fine mesh backing.

There are good pre-war photos showing this in use, viz the Graf Spee's world cruise, for instance. U-boat crews would always wear these at formal events like the Indienstellung (commissioning) of their boat, reverting to the schiffchen (fore and aft cap) for regular service use.
