This would appear to be an Irish light infantry (militia) officer's portrait by Lafayette of 30 Westmoreland Street, Dublin. The collar insignia (ie the strung bugle horn) are typical of those of a light infantry unit, but, sadly, it isn't possible to distinguish the regimental details on the buttons.

The date, I think, is marked in pencil on the reverse (3/02/). The dimensions of the card are 11 x 16.5cm. The card is the gold edged variety, the gold having worn and faded somewhat, with slightly bumped corners in places. On the back, there is the remains of a thin paper fillet along the top, indicating that the piece has probably been mounted in an album at some point.
