Winterhilfswerk (WHW) was a state organisation dedicated to the relief of the poor and the homeless during the winter months (October to March). Little hand painted ceramic figures (originally on pins), of which these are representative, were given out by WHW personnel in the street in exchange for contributions.

The condition of these (averaging 3 cms in height) is by and large perfect, with very little evidence of serious wear. However, the pin backing has been pulled out, which was common practice by American veterans, who brought this material back from Germany after WW2.

They are mounted on hardboard, held in place with nylon fishing line (or some such), and could easily be removed.
